Critical Commentary

This chart reflects responses to Question #24 from the Spring 2020 and Winter 2020 survey, which asked “Has your home ever been weatherized through the state weatherization program (WAP)?” This was a check-all-that-apply question, and there were 162 cumulative responses. The options for this question were as follows:

 

  • Yes, it has been weatherized through WAP

  • No, my home is not weatherized

  • No, but I have weatherized my own home

  • I don’t know what weatherization is

  • I don’t know what WAP is

 

The most common response was  “No, my home is not weatherized”, with 66 individuals selecting this option, followed by “I don’t know what WAP is” with 40 individuals selecting this option. Thirty-eight individuals selected “I don’t know what weatherization is”, 30 individuals selected “No, but I have weatherized my own home”, and 15 individuals selected “Yes, it has been weatherized through WAP”, and all 15 of these individuals were individuals who took the Winter 2020 survey. Twenty responses were categorized as “other”. Seventeen responses that were categorized as “other” were responses where respondents said they weren’t sure if their home was weatherized, or said “I don’t think it was weatherized”, therefore expressing uncertainty. From the three other responses categorized as “other”, one response mentioned the Basic Systems Repairs Program in Philadelphia, one response mentioned an Australian insulation program, and one response stated that they knew their home was weatherized but they weren’t sure who weatherized it. It’s important to note that some individuals selected multiple options in their response.

The data was produced by the Shifting Energy Demands in COVID-19 Survey, which has been administered to 169 people over two time periods. The Spring 2020 survey was administered to 86 people between May and June, and the Winter 2020 survey was administered to 83 people between December 2020 and March 2021.
