This essay explores the history of LIHEAP's funding formula, and eventually will trace the history of LIHEAP appropriations for both regular/formula funds and emergency contingency funds. This information will aid the Energy Vulnerability Project team as we track LIHEAP funding under COVID-19, providing us with a background to compare current LIHEAP funding levels and distributions to.
