The image at hand shows the way in which the different measures or labels fo energy vulnerable populations are each characterized by different factors. Such factors may overlap between the fuel poor, the fuel vulnerable, and the fuel dependent, with greater vulnerability increasing from the bottom fuel dependent to the highest level of energy vulnerability of the fuel poor.
