Critical Commentary

This Bill of Rights for energy consumers was drafted by the Pennsylvania Public Utility Commission. The document is a resource to inform consumer households of information regarding their rights and responsibilities in relation to energy justice. This documents applies to all consumers of energy in the state, but is specifically tailored to inform individual household consumers of their rights. The policy is posted on the Public Utility Commission’s website as a resource for consumer education. The document specifically states resources for low-income energy assistance programs and explains the process and requirements laid out by law for utility companies to go through when shutting off household utilities. It also informs consumers of how they may exercise their rights. By informing individuals of the resources they have at their disposal to seek affordable energy and rights to file complaints, this is a viable resource to uphold energy justice. Intending to be utilized by consumers to protect them from energy poverty and inform them of the responsibilities they must uphold to maintain good standing with their utility companies, this artifact is an important resource to understand how the Pennsylvania Public Utility Commission is engaging energy consumers to assist them in reducing their propensity to become vulnerable households due to energy shut-offs.
