Thinking in terms of disaster
How does ‘time’ appear in the case? Is the policy time dependent? Does it reference past times? Is the author comparing it to other time periods? What temporality of disaster is the case in? Is the policy future-thinking, or addressing the present only ?

What kind of vulnerabilities are being addressed by the policy or case? Do you think that the policy acknowledges vulnerability as a dynamic state, or does it seem like vulnerability is cast as a straw-person? What is unacknowledged?

Are there other arguments that could be connected to the disaster literature -- related to social security, crisis, neoliberalisms, reflexive biopolitics, structural violence, revelation, etc.?
