New York's unpaid utility bills have continued to pile on following the pandemic. One way New York utilities plan to regain their unpaid bills is to add surchages to household's repayment plans, this will help repay debt accumulated by households with outstanding bills. The Public Service Commission has decided to draft a plan to repay all of households' accumulated utility debt, even prior to the pandemic. No households will be terminated in New York prior to September 1. Interestingly, $1.1 billion of overdue bills are owed by households who do not qualify for assistance programs. Termination, however, is mandated to be the last resort - companies will be obliged to offer defered payment, even if it's 10$ a month.
