This document is the presentation that was drafted by members of the Energy Rights project and presented to the NEC monthly meeting. The information here reported is a mid-way analysis of the investigations this project has been conducting in and around energy assistance networks, which include the Neighborhood Energy Centers. This presentation was given to NEC counselors to show them how we, as NEC outsiders, see the nested network the NEC create and sustain for assistance in communities. The NEC model here presented is relatively unique to the city of Philadelphia; by investigating its successes, this information could be presented to policy makers in advocating for reform in the energy assistance networks.
