Early Energy Trilemma

This was created before by the World Energy Council before they decided on the energy trilemma used today. This eary version of the trilemma was titled Energy Policy and Practices Index and contained four supports and thirteen building blocks. The four supports are the ancestors to the three points of the trilemma seen today. Institutions was removed, which describted markets and government agencies (though most consider the energy equity point to include those things in the current trilemma)
