The COVID-19 pandemic has thrown into sharp relief the relationship between disaster and energy systems. While the most well-known cases of disasters' impact on energy systems can be found where storms, the conditions of climate change, or dilapidated infrastructure have caused disruptions to energy services, the COVID-19 pandemic has shown that a pandemic and its financial crises can also produce energy disruptions.
In this project, we track how assistance, crisis, disaster, and relief are mobilized to argue for resources that can secure energy services -- including bill payment, infrastructure repair, emergency response, and future preparedness.
