Critical Commentary

This article is from the beginning of last year, 2020. While it is old, it is important to look at how utility bill payment was being discussed and thought of prior to the pandemic. The Energy Institute had called for COVID-19 utility moratorium prior to any being issued by utility companies and states. The article actually explained the difference between simply stopping disconnections and issuing a moratorium.
